Bay County's District Court, designated as the 74th District Court, hears all civil cases up to $25,000, small claims up to $7,000, and landlord/tenant conflicts. The Court also has jurisdiction over all criminal matters, involving minor traffic cases, misdemeanors, theft, assault and battery, possession of certain drugs, preliminary examinations on all felony cases and traffic misdemeanor cases such as drunk driving.

The geographic jurisdiction on the 74th District Court, includes all of Bay County. There are three District Judges, elected to 6-year terms. In addition, the District Court employs twenty-one workers plus a probation staff of six.

Judge Timothy J. Kelly

Judge Timothy J. Kelly, is the District Judge for the 74th District.  He has been in office since January 1, 2001. Judge Kelly is a graduate from Bay City Central High School; Michigan State University; and the Thomas M. Cooley Law School. He is married with two children.

The Probation Department of the 74th District Court provides the Judges with information needed to properly sentence those found guilty of crime. The probation officers supervise all individuals placed on probation with the intent of rehabilitating that person and transforming that individual into a more productive member of the community.
