About the Land Bank

The Bay County Land Bank Authority was created by the Bay County Board of Commissioners on August 11, 2009, via resolution No. 2009-144 pursuant to 2003 P.A. 258, MCL 124.773(4).  The Authority is comprised of seven (7) members representing specific groups:  Treasurer, two members of the County Board of Commissioners, three representatives of local units of government selected by a majority of the County Board, plus a general public representative.  The role of the Land Bank Authority is to deal with unique property issues or to dispose of properties that may not sell at a public auction. The Treasurer and County Executive serve as long as they hold office; the County Board representatives serve four years or as long as they hold office; the township representatives (2) serve terms of one year and two years, respectively, and the general public representative shall serve a three-year term.  After the expiration of the initial terms, members appointed under Section 4.01(d) and (e) shall be appointed in the same manner as the original appointments but for terms of three (3) years.

Ongoing Projects

Wenona School 313 Wenona St:

The Bay County Land Bank acquired 313 Wenona St, formerly known as Wenona School, in the fall of 2020 from the Bay City Public School District. Currently, the Land Bank is working with a developer to renovate the structure into 14 new apartments, 13 of which would be considered accessible apartments. The Land Bank has also submitted an EGLE Brownfield Site Assessment application to have additional environmental testing completed on the structure.

McKinley School 407 Ohio St:

The Bay County Land Bank Authority acquired 407 Ohio St, formerly known as McKinley School, in the fall of 2020 from the Bay City Public School District. In 2022 the Bay County Land Bank Authority was awarded a grant through Congressman Daniel Kildee's office in partnership with the Genesee County Land Bank Authority to demolish the structure. As part of this unique partnership the BCLBA is considered the subgrantee of this grant. The Land Bank was required to submit an application to the State Historic Preservation Office (SHPO) as part of the environmental work. The work to complete this demolition is ongoing as we work through the state's processes.

Old YMCA Project:

The Bay County Land Bank in partnership with the Bay City Housing Commission plan to demolish two full city blocks to make way for a new affordable housing project to be carried out by the Bay City Housing Commission. This site includes the old County Market, a closed restaurant, a vacant residential structure, and the old YMCA. This project was made possible through two different grants from the State Land Bank Authority and EGLE. This project is ongoing.

1405 Broadway St:

The Bay County Land Bank Authority acquired 1405 Broadway in August 2025. The Land Bank has submitted a Brownfield Site Assessment Application to have environmental work completed on the project. Future use is to be determined at a later date by the Board of Trustees.
