We would like to introduce the new and improved BAY Alerts emergency notification system for Bay County residents, powered by RAVE Mobile Safety. Bay County has re-implemented an emergency mass notification system that will be used to contact County residents and businesses via phone messages, text messages and/ore-mail messages in case of emergency. The system, called BAY Alerts, will be used by Bay County 9-1-1 to notify residents of emergencies or critical situations and provide information regarding necessary actions, such as evacuation and shelter-in-place.  The system utilizes the telephone companies’911 database and is able to contact land-line telephone numbers, whether listed or unlisted.  If the call is picked up by an answering machine or voicemail, BAY Alerts will leave a recorded message.  If the number called is busy or does not answer, the system will redial the number in an attempt to deliver the message.  The system is also TTY/TDD compatible.

While the majority of previous users of the BAY Alerts system have been loaded into the new system, there are several NEW FEATURES that will require users to register with the system. Land-line numbers are automatically included in the system, and landline only users can be notified, via a voice message, of any major emergency in the County.  All cellular, voice over IP, landline numbers and email addresses that you would like to be notified at can be registered within your BAY Alerts profile when you register.

Bay Alerts Logo HorzThe new BAY Alerts system provides several options that were not offered in the previous version. First, you will be able to maintain your own safety profile within the system. This means that not only will you be able to manage which alerts you would like to receive, but also by which means you receive them. This feature will also allow you to make these changes as often as you would like. If we add new notifications, or you feel you are receiving too many notifications, you can make the changes you see fit whenever you choose to.

Second, you can voluntarily provide information to Emergency Management that will help with planning for and responding to emergency situations. If you choose, you can provide information regarding your household like:

  • Alternate evacuation site availability
  • Are you able to Shelter-in-Place for weather or Hazmat events
  • What types of Emergency Resources are you able to provide
  • Have a 72 hour food/water supply
  • Have a generator or other backup electricity
  • Is it easier for you to communicate in a language other than English
  • Do you have any allergies
  • Neuro/Behavioral/Cognitive issues
  • Sensory Impairments
  • Do not have transportation    
  • Are you a trained responder
  • Breathing problems
  • Catheters and feeding tubes
  • Mobility limitations
  • Powered Medical Devices
  • Livestock
  • Pets


All of this information is entirely voluntary and completely confidential. If you are not comfortable providing this information, you simply do not fill out all of the information. You will still need to create a profile in the system, and elect which alerts you want to receive. You can do all of this by simply registering with the system.

Bay County Residents can register by going to: Smart911 and enter the registration information that is requested for your household. You will receive a text or phone call confirming that you have opted into the alert system to receive emergency notifications.

No. The new system is able to gather much more voluntary data than the old BAY Alerts system.This data will be used to better serve you during an emergency. Due to the information that is possible to gather, the only way to sign up for the new system is to fill out the registration form on the website.

Yes. The new BAYAlerts system is provided by RAVE Mobile Safety, the makers of the Smart911 system. This system is what powers BAYAlerts. The BAY Alerts system is not using all of the Smart911 options at this time. It will currently use the Emergency Notification and the Emergency Management pieces of the system.

Your BAY Alerts text messages will come to you from either 67283 or 226787, and phone calls will come from (989) 895-2081. Program these numbers as “BAY Alerts” in your phone. That way, you will know when a message is from BAY Alerts.

There is no cost for the BAY Alerts service;however, your cell phone carrier might charge you to receive text messages and phone calls, so please check your plan.

You will receive emergency alerts such as tornado warnings, shelter-in-place and evacuation requests. If you so choose,you may also receive notifications regarding:

  • Traffic Alerts and Road Closures
  • Health Department Alerts
  • Bay Metro Transportation Messages
  • Preparedness Tips
  • Saginaw River Alerts

and other Bay County Facility Notifications

You will be given the option to choose these notifications, and the methods you would like to receive them in, during the registration process.
