Hazardous Materials Emergency Response Planning

The Bay County Local Emergency Planning Committee (LEPC) is charged with developing hazardous materials emergency response plans for facilities within Bay County that have extremely hazardous substances (EHS) as defined by the U.S. Environmental Protection Agency. Any facility that has an EHS in an amount equal to or greater than the EPA's designated threshold planning quantity (TPQ) is required to have a plan. These plans are developed jointly by the Office of Emergency Management, the local fire department, and the facility. The plans are reviewed by the entire LEPC and then submitted to the Michigan State Police Emergency Management and Homeland Security Division for review at the State level.

Tier II Reporting

Facilities may submit annual Tier II Emergency and Hazardous Chemical Inventory Reports to the Bay County LEPC by mailing them to:
