Bay County Hazard Mitigation Plan

In March of 2019, Bay County, in conjunction with the Eastern Michigan Council of Governments, began the process of updating the Hazard Mitigation Plan. The development of this plan has been a conjoined effort between the municipalities of Bay County, citizen volunteers and other concerned stakeholders throughout Bay County. On March 15th, 2022, after state and federal approval, the completed plan was adopted by the Bay County Board of Commissioners.

Hazard Mitigation is any action taken before, during, or after a disaster to permanently eliminate or reduce the long- term risk to human life and property from natural, human-related, and technological hazards. There is a cyclical relationship between the five mission areas of emergency management; utilizing the whole community approach, efforts are made to prevent, prepare for, respond to, recover from, and mitigate against disasters. Following any response to a hazardous event, there is a transition into the recovery process, during which hazard mitigation measures can be evaluated and adopted. This, in turn, improves the resilience of the community for the next incident, and so on. When successful, hazard mitigation will lessen future impacts to such a degree that succeeding occurrences will remain incidents and not become disasters.
